Reading Sichuan's Published Plans: A Founder's Guide to the Province's Policy Archive

Sichuan's government information disclosure page publishes province-level plans, regional spatial plans, and sector plans. For foreign founders, the archive is a practical way to see what the province has mapped out for land use, city clusters, public services, and industry — and when each plan was issued.

Why a Plan Archive Matters to a Foreign Founder

Foreign founders setting up in Sichuan often start with company registration and tax questions, then discover that local planning documents shape much of what happens next: where industrial land is designated, how city clusters are connected, which public services are being expanded, and which sectors the province is actively building out. The Sichuan provincial government's government information disclosure page (政府信息公开) gathers these documents in one place, organized by category and date. It is not a business guide, but it is a useful reference layer for anyone deciding where to locate, how to hire, or which regional market to target.

The page groups its published items into recognizable streams: policy and regulatory documents, spatial plans, regional development plans, and sector plans approved by the provincial government. Each entry carries a title and an issue date, which lets a reader see how recently a given framework was adopted.

What the Page Actually Contains

Province-level five-year plans

The archive lists Sichuan's economic and social development five-year plans in sequence. The Fifteenth Five-Year Plan outline is dated 2026-04-13. Earlier outlines appear with their own dates: the Fourteenth Five-Year Plan and 2035 long-range objectives (2021-03-17), the Thirteenth (2016-02-15), and the Twelfth (2011-01-28). For a founder, this sequence is a timeline of provincial priorities rather than a set of rules to comply with directly.

Spatial and land-use planning

A separate section covers territorial spatial planning. Listed items include the Sichuan Tianfu New Area territorial spatial plan (2021–2035), dated 2025-12-31; a notice from the provincial Department of Natural Resources on five specialized plans including the Chengdu Plain Economic Zone territorial spatial plan (2021–2035), dated 2024-11-04; the Sichuan provincial territorial spatial plan (2021–2035), dated 2024-04-11; the Anning River Basin territorial spatial plan (2022–2035), dated 2022-11-22; and the provincial ecological restoration plan (2021–2035), dated 2022-07-08. Older documents reach back further, including a provincial main functional zone plan notice (2013-04-16) and land-use master plans for 2006–2020 (2010-02-23) and 1997–2010 (1999-11-15). Land-use planning is the layer most directly relevant to siting a facility or leasing industrial space.

Regional and city-cluster plans

The page lists a Chengdu metropolitan area integration plan for the Fifteenth Five-Year Plan period (2026-09-09) and an earlier Chengdu metropolitan area development plan (2021-11-29). It also includes the national Chengdu-Chongqing economic circle outline issued by the CPC Central Committee and the State Council (2021-10-21). Fourteenth Five-Year Plan documents cover integration and development for the Chengdu Plain Economic Zone, the Northwest Sichuan ecological demonstration zone, the Panxi economic zone, the South Sichuan economic zone, and the Northeast Sichuan economic zone, all dated 2021-06-09. A 2019 notice covers Thirteenth Five-Year Plan regional plans including a 2018 revision for the Chengdu Plain Economic Zone, and a 2016 document covers the Northwest Sichuan ecological economic zone. These tell a founder which parts of the province are being planned as connected economic units.

Sector plans and government approvals

A long list of Fifteenth Five-Year Plan sector documents appears, many as provincial government approvals (批复) of plans drafted by departments. Dated items include approvals for the water security plan and the public services plan, plus the Beautiful Sichuan construction plan (all 2026-10-09); an approval for the traditional Chinese medicine development plan (2026-10-08); plans for disability protection and development and for sports development, with a sports plan approval (2026-09-21); natural resources protection and utilization (2026-09-17); health development and geological disaster prevention (2026-09-11); and an approval for the market regulation modernization plan (2026-09-11). Also listed: a high-quality development plan for housing and urban-rural construction (2026-08-31).

Heritage and scenic-area approvals

Another cluster covers approvals of protection plans for historic cities, towns, and villages, and for scenic areas. Examples include Luzhou historic city protection (2025–2035), dated 2026-08-05; Mianzhu historic city protection (2023–2035), dated 2026-07-29; six historic town and village protection plans in Enyang District, Bazhong, dated 2026-07-12; the Mengding Mountain scenic area master plan (2025–2035), dated 2026-06-22; the Banyue Mountain cliff carvings protection plan, dated 2026-05-24; the Laojun Mountain scenic area master plan (2025–2035), dated 2026-05-20; five historic town protection plans in Yeye, Zigong, dated 2026-05-06; and the Jiange and Tongjiang historic city protection plans, both dated 2026-04-24. Heritage protections can constrain construction and renovation near listed sites, so they are worth checking before committing to a location.
